Border incidents database

This database compiles as comprehensive a collection as possible of incidents that occurred on the French-German border between 1871 and 1914, recorded in the French (Centre des archives diplomatiques du ministère des Affaires étrangères, La Courneuve) and German (Bundesarchiv, Berlin) diplomatic archives. This research work was completed by consulting the French archives of the Ministries of the Interior and of Justice (Archives nationales, Pierrefitte-sur-Seine) and the German archives of the local government of Alsace-Lorraine (Archives départementales du Bas-Rhin, Strasbourg).

 

French sources are overrepresented here. In 1912, the Foreign Office of the German Empire (Auswärtiges Amt) destroyed all the archives documenting French-German border incidents. The only remaining documents are unusable lists of the contents of 25 archival files ('Rotuli der vernichteten Aktenbände') for the period 1873-1912. Most of the information is therefore taken from the French diplomatic archives, which nevertheless give access to the German government's point of view through the diplomatic exchanges that have been preserved. Only the year 1881 is missing from the database, due to a lack of sources.

 

A first review consisted in aggregating all the incidents, whatever category the historical actors themselves used: "border incidents" and "Grenzzwischenfälle", of course, but also "border violations" and "Grenzverletzungen", two terms that do not only cover territorial transgressions. We then proceeded to eliminate those events that did not correspond to the definition of border incidents in the strict sense.

 

Incidents are entered into the database according to five basic questions: “where”, “when”, “what”, “who”, “how”, in order to answer the question “why”. We gathered as much information as possible about the location (municipality) and the date (year, month, day), as well as a brief description of the incident. If at least one meaningful piece of information was available on the actors involved at the border in one way or another, a biographical notice indicates their surname, first names, sex, year and place of birth, nationality, professional occupation and place of residence. I then categorised the border incidents according to the issues of sovereignty and national identity that they reveal/represent. Some incidents could not be excluded from the corpus, but did not provide enough information: they were therefore left uncategorized.
